A hurricane does not have to hit Tampa head-on to push Tampa Bay into living rooms. Rain does its own damage inland, and the rivers keep rising for days after the sky clears. We plan the drying around which water came in and how long it sat.

- 01 ### Helene set a new high-water mark Helene made landfall in Florida's Big Bend as a Category 4, far to the north, and still pushed record water into Tampa Bay on September 26, 2024. The East Bay gauge in Tampa peaked at 7.2 feet above the normal high-tide line, beating the previous record of 4.56 feet set during Idalia in 2023. - 02 ### Milton followed with rain and wind Milton came ashore at Siesta Key on October 9, 2024, as a Category 3, and Hillsborough County saw gusts of 80 to 100 mph. Tampa International Airport recorded 11.43 inches in one day, its second-highest daily total, just short of the 11.45-inch record from May 8, 1979. Rain near Westchase reached 18.82 inches. - 03 ### Rivers crest after the storm leaves The Hillsborough River at Morris Bridge crested at 38.16 feet on October 12, 2024, three days after Milton's landfall. That beat the record of 34.66 feet set after Irma in 2017. A house near the river can take water long after the wind has died down. - 04 ### Know your evacuation level Before Milton, Hillsborough County made evacuation mandatory for levels A and B and for mobile and manufactured homes. Those levels are drawn around storm surge risk, so a house outside them can still take wind and rain damage. Check your level with the county before the next storm. - 05 ### The 50% rule can change the rebuild In a flood zone, if repairing a house would cost 50% or more of its market value before the damage, FEMA rules treat it as substantially damaged, and it has to be brought up to current flood standards.
